In Ethiopia the long years traditional practice which in effect called "culture" strongly condemn disability. Disability in view of this culture are defined in many terms such as the wrath of God, punishment as a return of the previous sin, a curse which could cause disability is considered as inevitable , misfortune, inability etc. Such, misconceptions related to the causes of disability. (Cultural and Religious sanctions) became a ground to segregate person with disability from all social, economic and political activities. Even the smallest social institution, the family, couldn't embrace its members with disability. Therefore, exclusion, stigma and discrimination are to be common sanctions by the society on person with disability.

Such isolation of person with disability from the large community left them to have no access for education, health, job, and all social and economic services. In addition to such problems.
